In the HWC fundraiser, the ACS is the host. So I am a little confused-who would get to purchase the May host special? I have a lady who is going to do a catty fundraiser for me. She isn't the host, because the ACS is. Would she be able to purchase the May special, since my website will have her name as the host for the fundraiser. I am getting so confused!!

With a fundraiser the organization is the "organization" but there is still a host (organizer) so she should be able to get it.
 
The lady doing the catty would be the chairperson. When you add her as a guest in PP there is a place to click "chairperson". Once you've done that she can get the host special. I assume it is something similar in P3.
