When Does Host Get the Guest Special?

It used to be they had to order the amount nec. without host special and half price items, and after their host discount to get the special. Then it kept popping up that they got one even if they were below the above, when I'd be finalizing the show.
Please what's the scoop?
 
If they pay more than $60 out of pocket before shipping they get the guest special. That includes the host special and half priced items. Let's say they take their free stuff and buy nothing else but the 12" skillet at 60% off ($62) then they would get the guest special.
