Can a fundrasier organizer enjoy a booking benefit when a show is booked from the fundraiser? For example, Nancy hosted a fundraiser for XYZ. Susan booked from the fundraiser for a cooking show in February. Can Nancy take an item at 60% off at Susan's February show?

No. The booking benefit at FRs is replaced by the $3 per booking that's included in the check from HO.
