Why isn't the guest special included for online fundraiser orders over $60?

Why doesn't the guest special pop-up when someone orders over $60 online for a fundraiser? Is this normal? They do get the guest special right?

yes, they get the guest special. For September, they have to choose the Mix N Chop or the Cookware Protectors and you have to add it--it doesn't pop up automatically.
