Can I Get a Refund for My Free Product?

If a host is unhappy with a product she used her Free Product on and would like to return it, can she get a refund for the product or only an exchange for something else.

I tend to think it would be exchange-only. I looked through policies and procedures and had a hard time locating an answer...
 
She can get a refund if she paid any money for it (i.e., a 1/2-off item). If it was a free item, she can only exchange it.
