Help with P3 Tax Rate Setup Issues

I am having a problem with P3. I am setting the tax rate manually and it still isn't calculating the correct tax on my show orders. Any help???:(
 
Are you sure that you checked the box that said set manually? Also- make sure you set the host's (enter in zip, then look it up if it isn't working) then everyone's order that is going to the host should be right. Any others that you need to set manually should only be direct ships to another town...

I did all that. I live in Florida and I am doing a catalog show in Illinois. It pulls all the zip codes around me but won't pull any of the others...when I set manually it is still charging 6%...there has to be a trick...
