I got an email from the Home Office about this report but cannot find it on Consultant's Corner. Has anyone found their report?

If you're a director it's with your cluster reports. Otherwise look for your 1099. It should be with that.
 
it's in the cluster reports... there is a seperate report listed now. Good luck! My upline was able to re-recruit someone from it!
