When I tried to set up my first registry it wouldn't let me because I wasn't a qualified consultant yet. Are you qualified with your first show? $1250 or more? My director suggested I ask them if they could wait until I was qualified, or just give them to somebody in your group if they can't wait. That's what I had to do.
