I am a new consultant and I need help to get started.
Can we make our own flyers let say to give to neighboors?
I do not understand the adverting policy.

We can make our own flyers and there are lots here that you can download and just update with your own information. Everyone on this site is great about sharing flyers and ideas. Click on files and just start searching around the flyers to see what would work for you. Good luck and welcome to the group!
 
The advertising policies are for ad space that you purchase in a publication of some sort. Handing out your own fliers is a completely different thing. Just remember, if you just hand them out, most will end up in the circular file (trash). Try to speak to a person. And don't put them into mailboxes. That's against postal regulations and you can be arrested.

can you put them in newpaper carriers?

It is Ok to put fliers in newspaper boxes/hooks. Just not inside a mailbox. If a postal carrier sees them in there and really wants to be a stickler for the rules, they can confiscate your fliers and turn you in (I think it's a fine).
