    When times get tough, every company will scale back on spending. Some will even try to stop spending altogether. A 'frozen spending' situation can't last forever, though, as there are daily pressures to spend. So what do they do? In any case, they start prioritizing. They prioritize based upon the value to the business and often, the value to them personally.
