Host Specials: Does $60 Have to Exclude Host Items?

For a past host to get a guest special (ie: spend $60 and get …) does that $60 have to NOT include any host specials they may buy, AND be AFTER their 10% off?
 
They have to actually spend $60 - it does include the host specials and it is after the 10% discount. :)
