Ok, I finally have signed my first recruit, woohoo. My question is that in the super starter brochure on the bottom it has three recruiting specials (a piece of cookware) that you get for your first three recruits when they submit $750 in sales. Is that only if you are in your super starter period or is it whenever.

The cookware is only for when YOU are in your Super Starter months.
 
that is for when the new recruit you recruited is in their super starter phase. Or for you, if you are also in your super starter phase.
